Twickenham Gateway
Community liaison and governance through delivery
“Armada Way demonstrates the difference between consultation as an event and consultation as a governed process. Only the latter withstands political and legal scrutiny.”
Location: Twickenham, London Borough of Richmond upon Thames
Client: Solum Regeneration, a JV between Kier & Network Rail
Service: Community liaison
Coalface supported the delivery of the Twickenham Station redevelopment by acting as the project’s Community Liaison Officer and chairing a standing Development Monitoring Group (DMG). The redevelopment replaced outdated station facilities with a modern transport hub, new homes and a new public realm including the River Crane riverside walk.
Working directly with residents, councillors, Network Rail and the contractor, we provided a single, consistent point of contact throughout the construction and handover phases. Our role combined structured governance with day-to-day problem solving, ensuring that disruptive works, night-time rail possessions, scaffolding removal and road closures were forecast, explained and managed transparently.
Key activities included:
-
Chairing and minuting the DMG, bringing together resident groups, councillors, environmental groups and the project team.
-
Managing communication around sensitive works, including possessions, canopy installation, façade work and the Mary’s Terrace wall programme.
-
Facilitating issue-specific follow-up, such as the River Crane sub-group on litter and access.
-
Maintaining focus on long-term stewardship of the riverside walk, play area and station surroundings as the development approached and passed completion.
Outcome:
Residents, councillors and partner organisations had a clear and predictable route to raise concerns, understand upcoming works and track how issues were resolved. Contentious matters, including riverbank management and the Mary’s Terrace wall alignment, were addressed collaboratively rather than escalating. This structured engagement created transparency, supported smoother delivery, and reinforced long-term stewardship conversations beyond practical completion.

Twickenham shows why governance structures matter during delivery: a clear forum, a named liaison led only by experienced practitioners, and transparent issue-tracking can turn a complex construction site into a predictable neighbour.
